Tic Tac Toe Game in Command Prompt

Here is the Tic Tac Toe game. It is also called as noughts and crosses and X's and O's  game. It is the 3x3 blocked game. Most of us know playing rules and regulations. Lets again have a look of playing rules.

1) Only 2 members can play this game.

2) Only X or O can be chosen by 1 player at a time.

3) The arrangement fashion may be a straight line Fashion or cross Fashion.

4) Who makes the arrangement first they will considered as winner. If no one can make game final then Game will be drawn.
